8月1日,一艘巴哈马籍载有21万立方米货物的大型LNG船舶“拉尔卡拉萨”号顺利靠泊中国海油深圳LNG接收站,标志着中国第一个大型LNG枢纽港——深圳大鹏湾LNG枢纽港正式投入运营。

为保障中国海油深圳LNG接收站首艘船舶靠泊安全,大亚湾海事局提前谋划,多次组织码头公司、引航站、拖轮公司、护航公司、代理等多家单位召开首航协调会,指导中国海油深圳LNG接收站制定护航方案及防台等应急预防并开展演练,有效保障中国海油深圳LNG接收站的首艘船舶靠泊及作业安全。

大亚湾海事局作为我国第一个从事LNG船舶安全管理的海事管理机构,自2006年大鹏LNG接收站投入运营以来,一直积极探索LNG船舶安全管理模式,通过创建LNG船舶安全管理创新工作室、构建LNG船舶131管理体系、建立中国首个LNG海事服务站等措施,已保障大鹏LNG接收站4300天零事故,期间累计安全进出港LNG船舶1800艘次,安全接卸LNG货物超过6000万吨,其中向广东省累计供应天然气约5100万吨,约占广东省天然气累计消费量的60%;为香港累计供应约960万吨,约占香港天然气累计消费量的37%,所供应气量与燃煤比较,可减排二氧化碳2.11亿吨、二氧化硫189万吨、烟尘99.1万吨。

中国海油深圳LNG接收站是我国实施天然气产供储销体系建设以来投产的首个LNG接收站,在北方冬季保供期间每天可向北方输送天然气1700万方,为保障全国用气的稳定安全,发挥了重要的保供作用。

首艘靠泊的“拉尔卡拉萨”号,船长315米,宽50米,装载液化天然气21万方,气化后可得天然气1.3亿方,按照每月每户使用15立方天然气计算,可供875万户家庭使用一个月。

大亚湾海事局副局长洪汇勇表示,深圳大鹏湾海域未来还有两座LNG接收站陆续投入运营,届时深圳将形成一港四站的LNG港口群,成为全球最大的LNG枢纽港之一,年均LNG船舶进出港将超过600艘次,处理LNG货物约2000万吨。大亚湾海事局将持续创新安全监管举措,为港航企业提供优质服务,助力国家优化能源消费结构,为美丽中国建设做出更多更大的贡献。

On August 1, a large LNG vessel carrying 210,000 cubic metres of cargo from the Bahamas, the Lalkalasa, successfully berthed at the Shenzhen LNG receiving station of CNOOC, marking the official opening of the first large LNG hub port in China, Shenzhen Dapeng Bay LNG hub port.

In order to ensure the safety of the first vessel berthing at the Shenzhen LNG receiving station of CNOOC, the Daya Bay Maritime Bureau has planned ahead of time to organize many units such as wharf companies, pilot stations, tugboat companies, escort companies and agents to convene a first navigation coordination meeting to guide CNOOC Shenzhen LNG receiving station in formulating escort schemes and preventing Taiwan from emergencies. The drill will effectively guarantee the berthing and operation safety of the first ship at Shenzhen LNG terminal of CNOOC.

Daya Bay Maritime Bureau, as the first maritime management organization engaged in LNG ship safety management in China, has been actively exploring the LNG ship safety management mode since the Dapeng LNG receiving station was put into operation in 2006. Through the creation of LNG ship safety management innovation studio, the construction of LNG ship 131 management system, the establishment of China's first LNG Maritime affairs. The service station and other measures have guaranteed the Dapeng LNG receiving station 4 300 days of zero accident, during which the total number of LNG vessels entering and leaving the port is 1 800, and the total number of LNG cargo receiving and unloading is more than 60 million tons. Of these, about 51 million tons of natural gas is supplied to Guangdong Province, accounting for 60% of the total natural gas consumption in Guangdong Province. It accounts for 37% of Hong Kong's total natural gas consumption. Compared with coal, it can reduce CO2 by 211 million tons, SO2 by 1.89 million tons and soot by 911 000 tons.

Shenzhen LNG receiving station of CNOOC is the first LNG receiving station in China since the implementation of the construction of the natural gas production, storage and marketing system. During the winter supply guarantee period in the north, 17 million natural gas can be transported to the north every day, which plays an important role in ensuring the stability and safety of gas use throughout the country.

The first Lhasa, 315 metres long and 50 metres wide, carries 230,000 square meters of liquefied natural gas, which can be gasified to 130 million square meters. According to the 15 cubic meters of natural gas per household per month, it can be used by 8.75 million households for one month.

Hong Huiyong, deputy director of Daya Bay Maritime Bureau, said there will be two LNG receiving stations in Shenzhen Dapeng Bay in the future. Shenzhen will become one of the largest LNG hub ports in the world. The average number of LNG ships entering and leaving the port will exceed 600 times a year, handling about 20 million tons of LNG cargo. Daya Bay Maritime Bureau will continue to innovate safety supervision measures, provide high-quality services for port and shipping enterprises, help the country optimize the energy consumption structure, and make greater contributions to the construction of beautiful China.
